Tokyo is the safest all-round choice when you want maximum flexibility. December is generally cool and comparatively dry on the Pacific side of Japan, so long sightseeing days are practical with a warm coat. Choose Kyoto for culture and late-season color

Kyoto is the strongest choice when temples, gardens and historic streets matter more than big-city variety. The first 2026 autumn forecast released in September pointed to later-than-usual red maple timing in Kyoto, with peak color around December 11. Forecasts can change, so treat that as a planning signal rather than a guarantee and recheck conditions close to your trip.

Choose Sapporo if you actually want winter

Sapporo is the clear winner if snow is not merely a bonus but part of the trip you are imagining. By December, Hokkaido is firmly in winter. Expect below-freezing periods, snowy streets and the need for proper footwear rather than ordinary city sneakers.

What about snow?

Do not choose Tokyo or central Kyoto in December because you expect guaranteed snow. Snow can happen, but it is not dependable enough to build the trip around. For a much stronger chance of a real winter landscape, choose Sapporo or another northern or mountain destination.

What about December 2026 autumn leaves?

December 2026 is especially interesting because the early seasonal forecast indicated later foliage in parts of central and western Japan. Kyoto may therefore suit travelers arriving in early to mid-December who still want autumn scenery. For families making a first Japan trip, Tokyo is usually the easiest base because of transport options, indoor attractions and the sheer number of alternatives when weather changes.
